The Harrison Police Department celebrated a significant day of milestones and recognition on Wednesday, June 18, 2025, as nine new officers graduated from the Hudson County Public Safety Training Center, several seasoned officers earned well-deserved promotions, and two members of the department were honored with a prestigious award from Mothers Against Drunk Driving (M.A.D.D.).

Graduation of New Officers

Police Chief Stanley Titterington and Police Director Nicholas Breiner proudly announced the graduation of nine new officers from the Hudson County Public Safety Training Center. The newly sworn-in officers, Pedro Azua-Lucas, Anthony Cecere, Miguelangel Cosme, Mouhamed Diouf, Carl Gangi, Connor McClelland, Alex Naprawa, Daniel Soltis, and Matthew Titterington, will now begin field training as they transition into active service within the community.

These officers represent the future of the Harrison Police Department. The Hudson County Public Safety Training Center, located in North Bergen, is a premier institution that prepares cadets across Hudson County for careers in law enforcement, emphasizing ethics, physical conditioning, and tactical readiness.

In addition to the new graduates, Police Chief Titterington and Police Director Breiner also announced the promotions of several current members of the Harrison Police Department to leadership roles.

  • Captain (Interim Chief) Stanley Titterington and Daniel McChesney
  • Lieutenants Marc Silva, Matthew Murphy, Jamie Sackerman, and Joseph Sloan

M.A.D.D. Recognition of Excellence Award

Adding to the day’s honors, Sergeant Freddy Lecca and Officer Jonathan Puglla were recognized by Mothers Against Drunk Driving (M.A.D.D.) with the Recognition of Excellence Award for their exceptional efforts in DUI enforcement and prevention.

M.A.D.D., a national nonprofit committed to ending drunk and drugged driving, presents this award to officers who show extraordinary commitment to saving lives through proactive traffic enforcement and community education.

DUI enforcement is a critical component of public safety. M.A.D.A. commended Sergeant Lecca and Officer Puglla for their vigilance and dedication to keeping the Town of Harrison's roads safe.

A Stronger, Safer Harrison

The Graduation Ceremony represents the Harrison Police Department’s investment in building a force that is both responsive to community needs and proactive in law enforcement. With new talent, strengthened leadership, and commendations for excellence, the department is poised to continue its tradition of service and protection. 

It remains to be determined whether the Mayor and Council will retain the traditional Police Chief position and ultimately eliminate what has been represented as a temporary interim Police Director position. Union leadership opposed the appointment of a Police Director, but appears now to have accepted an interim Police Director.

Harrison James Fife’s mayoral term was also promised to be only temporary after the sudden loss of Mayor Raymond McDonough at Harrison Town Hall from a heart attack over a decade ago on February 12, 2014. Mayor Fife and Councilman James Doran promised an interim Mayor’s term, then and then both reneged on their promise.
